Evidence Release - Bonse Report

In early 2006, Bp commissioned a report to look into managements' accountability into the explosion at BP Texas City on March 23, 2005.  The report was completed in February 2007 and was comprised of two parts.  The Trial Court ruled that this document was not confidential on April 18, 2007 and the appellate court denied the Petition for Writ of Mandamus on this issue on April 23, 2007.

Now the Court has ruled that the witness statements taken during accountability investigation are not confidential and these are being made available to the public for the first time.

Talking the Talk

​Both the main report and the supplemental Report are well footnoted. The conclusions they reached relied primarily on two main sources: (1) interviews conducted by Bonse’s investigation team, and (2) depositions conducted by the Plaintiffs who were injured in the March 23, 2005 explosion. The interviewees were often more forthcoming when they spoke with the accountability investigation team than they were when they gave their deposition.

BP Upper Management

​One of the first decisions that the Bonse investigation team made was to avoid any preconceived notions regarding who might be accountable. This meant they were willing to look at more than the Texas City management team to find accountability. 

Their investigation eventually led them to look into how decisions made in London and Chicago during the past decade helped cause the tragic explosion at Texas City.

Texas City Management

​Despite looking at upper management’s role in the explosion, much of the focus of the investigation was on the BP Texas City leadership. 

They found that several members of the management team at Texas City had accountability for this tragedy, but that some members of the team also had significant mitigating factors or who were previously accountable, but not at the time of the explosion.
